A comprehensive emergency management program is a partnership between Federal, State and Local government, business, and the local community. It's purpose is to save lives and protect property by developing programs and emergency operational procedures that mitigate, prepare for, respond to, and recover from any emergency or disaster that might strike. Watchung is located in Somerset County New Jersey. Estimates place the towns 1997 population at 5,110. The town is 6.2 square miles. Watchung is bounded by two major highways. Interstate 78 and US RT22. Watchung also has a major gas transmission line running North / South from RT22 to RT78. Watchung OEM is the primary disaster response agency and as such are responsible for the creation and installation of the disaster preparedness program.

On Wednesday, November 9, at 2:00 PM Eastern Standard Time,
the first ever nationwide test of the Emergency Alert System (EAS) will be
conducted by the Federal Communications Commission (FCC) and the Federal
Emergency Management Agency (FEMA).
The EAS is designed to transmit alerts and warnings to the
public at the national, state, and local level. Although local and state
components are regularly tested on a weekly and monthly basis, there has never
before been a nationwide test or an activation of the national system.
The purpose of the test is to assess the reliability and effectiveness of
the EAS as a way to alert the public during national emergencies.
